Türkiye Cumhuriyeti hukuk sistemini inceleyen eserler elbette Türkçe kaleme alınmıştır. Ancak günümüz koşullarında yabancı dilde, özellikle İngilizce, hukuk sistemimizi inceleyen eserlere ihtiyaç giderek artmaktadır. Yabancı dilde eğitim veren kurumların artması, öğrencilerin ve akademisyenlerin kaynak sıkıntısı çekmesi nedeni ile bu tarz bir çalışma hazırlanmıştır. Bu eser Türk kamu hukukunun anayasa hukuku ve Türk idare hukuku konularını kapsamaktadır. Özellikle ülkemiz dışındaki otoritelere, kurumlara, yabancı dilde eğitim veren üniversitelerimizin araştırmacılarına ve öğrencilerine bir kaynak oluşturması amacı ile İngilizce kaleme alınmıştır. Her ne kadar bu iki hukuk dalı tüm detayları ile bu esere sığdırılamamışsa da temel kavramlar üzerinde bir rehber olacaktır.

The works that examine the legal system of the Republic of Turkey were obviously written in Turkish. However, in the present circumstances, the demand for works in a foreign language, particularly English, that examine the Turkish legal system is growing. Due to the increase in institutions providing education in foreign languages and the lack of resources for students and academics, this type of study has been conducted. This work covers Turkish constitutional law and Turkish administrative law, which are two branches of public law. This book is written in English with the intention of serving as a resource for the authorities, institutions, researchers, and students of our universities that offer instruction in foreign languages. Although these two branches of law could not be covered in their entirety, this work will serve as a guide to their fundamental concepts.
